Once the deadline for submission of proposals by the NOCs is reached, the first phase (Application) begins with the applicant cities asked to complete a questionnaire regarding several key criteria related to the organization of the Olympic Games.[144] In this form, the applicants must give assurances that they will comply with the Olympic Charter and with any other regulations established by the IOC Executive Committee.[143] The evaluation of the filled questionnaires by a specialized group provides the IOC with an overview of each applicant’s project and their potential to host the Games. I endorse Rio de Janeiro for the Host of the 2016 Summer Games. I think it’s not fair that the entire continent of South America has gone on so long without a chance to host the Summer Olympics.

After the end of the Parade of Nations, Ana Costa and Arnaldo Antunes returned to stage to perform a reprise of the games theme ”Viva Essa Energia”, as fireworks formed the roman numbers ”XV” (the fifteen edition of the games) Roberto Minczuk and the Rio de Janeiro’s symphony ochestra performed an Hymn to the 2007 Pan Am Games to start the cultural performances.
